$0.998—that's been NUSD's quoted price for over a day now, a number suspiciously stable for a synthetic dollar whose reserves are being questioned by the community. Since Neutrl suspended minting and redemptions on Thursday, doubts have piled up for over ten hours, yet the price has barely budged. The answer isn't in the reserves—it's in the contract permissions.

NUSD's only major liquidity source is the NUSD/USDC pool deployed on Curve, at address 0x7E19…3b09. At 7:12 PM Taipei time on August 13, this pool had $1,578,976 USDC and $1,933,079 NUSD withdrawn in a single transaction—roughly $3.51 million, or nearly the entire pool.

96 seconds later, at 7:13:59 PM, address 0xDE72…1504 sent an addToDenylist transaction to the NUSD contract, with the parameter set to that very same Curve pool address. It took another ten-plus minutes before Neutrl issued its suspension announcement. BlockTempo queried the NUSD contract's isDenylisted function via a public node and confirmed the return value was true—the pool remains on the denylist as of publication.

For an address placed on the denylist, both incoming and outgoing token transfers are blocked by the contract. For an AMM pool, this effectively disables deposits, withdrawals, and swaps all at once. As of this writing, the pool holds only about 14,876 NUSD and 12,151 USDC—roughly $27,000 combined, a fraction of the $3.51 million it held just a day earlier.

Denylist mechanisms aren't new—both USDT and USDC have the ability to freeze addresses, typically used to comply with law enforcement or block stolen assets. What's contentious here isn't that the function exists, but that it was directed at the team's own liquidity pool, timed right after the team withdrew all funds from that same pool. The NUSD contract does contain permission structures like addToDenylist, removeFromDenylist, and DENYLIST_MANAGER_ROLE, so technically the action didn't exceed the contract's scope.

According to DefiLlama, NUSD is currently trading at around $0.9983, with a circulating supply of about $53.3 million. Neutrl had previously suspended protocol functions citing "unexplained circumstances affecting reserves," and halted other operations based on legal advice, with related markets on its structured yield protocol Strata also suspended as a result. As of publication, Neutrl has not offered any explanation for either the liquidity withdrawal or the blacklisting action.
